If b is less than or equal to 0.6, the magnitude is correct, but water can reduce it. If b is greater than 0.7, the magnitude is incorrect, and water also removes most of it.

Data source and limitations.

The model operates exclusively on historical seismic event data obtained from the USGS earthquake archive. It is therefore constrained by the completeness and resolution of that dataset. In particular, some seismic events are absent from the archive (especially older, low-magnitude, or regionally underreported events), and this absence directly propagates into the model’s internal state.

As a consequence, in regions where historical seismic statistics are sparse or missing, the model has no empirical basis for inference and is effectively blind. In such cases, the absence of output should not be interpreted as a physical prediction of seismic stability, but strictly as a limitation imposed by insufficient prior data.

The framework does not generate information ex nihilo; it reorganizes and extrapolates existing statistical structure. Its performance is therefore fundamentally data-dependent.
