The White House is rolling out the red carpet to African leaders from 49 countries. Joe Biden is hosting the first US-Africa summit in 8 years, seeking to win back influence in the region that's taken a back seat to other US priorities. As it got underway Tuesday, the US Defense Secretary warned that China and Russia are "destabilizing" the continent.
