Grant Morrison literally states on the slip cover that Superman sticks his finger back into the fiction, because he was outside fiction, transcended our own reality, and went to the Monitor sphere. And that Limbo was DC's lost and found recycle bin. Its meta.
Monitors can't exist in the Fiction without being stripped of their powers. They are real things, the fiction is just fiction. So beings like Rox Ogama and Nix were stripped of Monitor status and forced to exist inside the Fiction of DC.
The Thought Robot literally, and I mean this literally, encapsulated all of DC fiction as a barrier to protect it from Mandrakk. Because Mandrakk is not inside the DC fiction. A FICTION was held inside of the Cosmic Armor. An INFINITE multiverse was inside of it as a spec.
Mandrakk is a conceptual being generated directly by the Overvoid, which is the Ultimate God character. Its not just The Presence, a God of DC fiction. Its the concept and foundation that lets reality and fictions exist. So its the God of all the other Gods. Its the highest thing there can be and is...the concept that lets other concepts exist and Mandrakk is the next strongest thing under it.
There is nothing in Fiction stronger than Cosmic Armor and Mandrakk. They are multi tiers Meta.
