If any of the two parties, Pakistan or India, plan to construct a water obstruction, which it thinks will impact flow of water to the other party, it needs to inform the other party about its plans, and share relevant data.
India and Pakistan will each create a permanent post of Commissioner, and shall appoint to this post, as soon as the post is vacant, a higher ranking engineer competent in the field of hydrology and water use.
