This dialogue happens in Chapter 16 when you enter the room with the Aether Ring (it's right after the hot spring). Make sure you're not in the middle of the hot spring dialogue, or else this dialogue might not show up. =P
(I had to record this again because my first video of it had the camera wobble a little.)
