According to Senator Rana Sanaullah, the PPP and PML-N have reached a consensus on establishing a Constitutional Court and agree on retaining Article 243, which defines the armed forces’ chain of command rather than granting them any constitutional role. The amendment also includes a proposal to abolish dual citizenship.

A nine-member Constitutional Court will replace the Supreme Court’s Constitutional Bench, while the retirement age of Supreme Court and Constitutional Court judges will rise from 68 to 70 years. In case of a deadlock over appointing the Chief Election Commissioner, the matter will go to the Supreme Judicial Commission. The powers of the President and Prime Minister in judicial appointments will be reduced, expanding the authority of the Judicial Commission.

Sources indicate that while the PPP resists giving more constitutional power to local bodies, consultations are ongoing. The amendment to Article 243 reportedly grants constitutional protection and lifetime status to the post of Field Marshal, along with defined constitutional powers.

Additionally, the draft proposes allocating an extra 10% share to the federation from the provinces under the NFC Award, and transferring education and health sectors to federal jurisdiction.

اجمل جامی اپنے وی لاگ میں انکشااف کر رہے ہیں کہ شہباز حکومت نے ٢٧ویں آئینی ترمیم پر ہوم ورک مکمل کر لیاہے۔ وزیراعظم نے ستائیسویں آئینی ترمیم کے خاکے پر اتحادیوں سے صلاح و مشورے کیے ہیں ۔ سینیٹر رانا ثناء اللہ نے کہا ہے کہ آئینی عدالت کے قیام پر پیپلزپارٹی اور ن لیگ میں اتفاق رائے ہوچکا ہے، دونوں جماعتیں آرٹیکل 243 پر بھی متفق ہیں۔ 27 ویں آئینی ترمیم کا ایک ہی ڈرافٹ آئے گا، وفاقی کابینہ میں آج 27ویں ترمیم کا مسودہ پیش ہوگاجہاں سے منظوری کے بعد مسودہ سینیٹ میں پیش کیا جائے گا۔27ویں آئینی ترمیم میں آرٹیکل 243 میں کچھ تبدیل نہیں کرنا چاہتے۔ آرٹیکل 243 فورسز کو آئینی کردار دینے سے متعلق نہیں ہے، آرٹیکل 243 آرمڈ فورسز کی چین آف کمانڈ سے متعلق ہے۔ آئینی ترمیم میں دوہری شہریت کو ختم کرنے کی بھی تجویز ہے۔
سپریم کورٹ میں آئینی بینچ کی جگہ نو رکنی آئینی عدالت قائم کی جائے گی، سپریم کورٹ اور آئینی عدالت کے ججوں کی عمر کی بالائی حد 68 سے 70 سال تک کرنے کی تجویز ہے۔
مسودے کے مطابق چیف الیکشن کمشنر کے تقرر میں ڈیڈ لاک کی صورت میں معاملہ سپریم جوڈیشل کمیشن کے سپرد کیا جائے گا، اعلیٰ عدلیہ کے ججوں کی تقرری میں صدر، وزیراعظم کا کردار کم کر کے جوڈیشل کمیشن کا بڑھایا جائے گا۔ ذرائع کا کہنا ہے کہ پیپلز پارٹی بلدیاتی اداروں کو آئینی طور پر مزید بااختیار بنانے پر تیار نہیں، بلدیاتی اداروں کو مزید اختیارات دینے کے حوالے سے تجویز پر مزید مشاورت کی جائے گی، ذرائع نے بتایا کہ آرٹیکل 243 میں ترمیم کے ذریعے فیلڈ مارشل کے عہدے کو آئینی تحفظ دیا جائے گا، فیلڈ مارشل کو آئینی اختیارات بھی دیئے جائیں گے، مجوزہ آئینی ترمیم کے تحت فیلڈ مارشل کا ٹائٹل تاحیات رہے گا۔
ذرائع کے مطابق مجوزہ ترمیم کے تحت این ایف سی ایوارڈ میں وفاق کو صوبوں کے شیئر سے مزید دس فیصد حصہ دینے کی تجویز ہے جب کہ تعلیم اور صحت کے شعبے وفاق کو دینے پر اتفاق رائے پیدا کیا جائے گا۔
