Download RetroBat from the official webpage at https://www.retrobat.org
Install it and once it's finished delete it. The only purpose of this is for it to install some dependencies needed to run correctly.
Download all the files from this package and uncompress them using WinRAR or 7-Zip to any folder you want, for example C:\RetroBat.
Configure the controllers by pressing the ENTER key, navigate to CONTROLLER SETTINGS, CONTROLLER MAPPING and follow the instructions.
