This is an anti-American song from the Cultural Revolution. This particular recording was recorded by the Chinese Central Conservatory of Music Choir with lead vocals by the prolific (and currently 90 year old) singer Liu Bingyi, though earlier versions exist. This song was most likely composed after the Korean War and during the Vietnam War, but I couldn't verify that for certain.
Note on translation: 流氓 in Chinese translates to something closer to "hooligan" than "rogue," and is a word historically used for bandits and criminals. However, since it's the first line and title of the song, I stuck with the more common translation.
