Lokpal was envisioned as India’s strongest weapon against corruption — an independent watchdog powerful enough to investigate even the Prime Minister and top bureaucrats. But more than a decade after the Lokpal and Lokayuktas Act, 2013, serious questions are being raised about whether this institution has failed in its very purpose.
In this video, Molitics examines how Lokpal’s accountability itself has come under scrutiny. Despite being legally required to submit an annual report to the President and place it before Parliament every year, Lokpal failed to produce or submit any annual report for three consecutive years — 2022–23, 2023–24, and 2024–25. Investigations reveal that for at least one year, no draft, file, or record of an annual report even existed.
We break down what happened after Justice A.M. Khanwilkar took charge as Lokpal Chairperson, how reports were eventually prepared, and why they still failed to reach Parliament. Why did the President’s office not schedule a meeting? Why were the reports later routed to the Department of Personnel and Training instead of Parliament? The video also analyzes Lokpal’s performance data: the sharp decline in complaints, the extremely low number of investigations ordered, and the fact that most prosecutions approved so far involve lower-level bank officials rather than powerful political figures.
