WCW Halloween Havoc 1999 is the first WCW pay per view of the Vince Russo era and Russo certainly leaves his mark on the show. Sting vs Hulk Hogan ends when Hogan lays down in the middle of the ring, Madusa declares she doesn't want to do anything the "Powers That Be" ask her to do, and an impromptu main event ends in sheer confusion with everyone being unsure who the WCW champion is.
