Progression is indicated by the lit torches in the orphanage.
As long as you have any of the character's Dream, they will appear in the future regardless of what run you got their Dream from. (Except for Raid)

How to save everyone :
Village girl :
Get true end before progression 7

Yun :
Talk to her before saving Elcis on your true end run.
In the future, if you go to the past before talking to her, she might disappear.

Elcis :
Talk to him in the cemetery before progression 2.
After progression 2, talk to him in the Sea of Blood's pitfall and then go kill Hela and then talk to him again, he'll then teleport to the Village's shop, talk to him there and he'll be saved.

Raisdell :
Get her bell by killing her. (Progression 3)
On the next run, trade with her before progression 3 for 3 new skills. (optional)
After The True End's Risu, The Pale Eternity fight, talk to Raisdell and select yes and she'll be saved. (dw, she won't die regardless of progression)

Rifell :
Get all 4 light items.
Talk to her in the Church and Cemetery after progression 2
Kill all 4 Daughters of Wrath.
Fight Dial with her.
After battle end, turn around instantly after dialogue and interact with her and press save.
Then talk to her for her Dream and she'll be saved.

Raid :
Big area in the blight grove leading to melf's garden.
Twin swords area in abyssal sanctum, survive last onslaught.
Lastly, Daughter of Wrath area in Sea of Blood.
Side room in Umbral Basin, equip Raid's dream.
Goodjob.
