New UPI MDR rules are coming from October 15, 2026, and small shopkeepers need to understand one important exemption.
Under the new framework, eligible P2M UPI transactions above ₹2,000 will attract an MDR of up to 0.4%. The MDR is capped at ₹300 for transactions of ₹75,000 or more. Customers will continue to make UPI payments without a transaction charge.
But what about small merchants and shopkeepers?
Merchants classified under the P2PM category and receiving up to ₹1 lakh per month through UPI QR will continue to get zero MDR. Even if one customer makes a payment above ₹2,000, the small merchant does not automatically become liable for MDR.
If UPI collections exceed ₹1 lakh for three consecutive months, the merchant can transition from P2PM to P2M. Once classified as P2M, eligible UPI payments above ₹2,000 can attract the 0.4% MDR.
For example, a ₹5,000 customer payment can remain zero MDR for an eligible P2PM small merchant. But a ₹5,000 payment received by a P2M merchant can attract ₹20 MDR.
This video explains UPI MDR 2026, UPI charges above ₹2,000, P2PM vs P2M, ₹1 lakh UPI limit, small merchant exemption, UPI QR charges and the new UPI rules for shopkeepers.
