STORYLINE:
The Federal Aviation Administration says flight cuts will stay at 6% because more air traffic controllers are coming to work.

The Department of Transportation and the Federal Aviation Administration announced Wednesday that flight reductions at 40 major U.S. airports will remain at 6% instead of rising to 10% by the end of the week because more air traffic controllers are coming to work.

The agencies took action as Congress moved to pass legislation ending the longest government shutdown in history. Not long after, President Donald Trump signed a government funding bill to end the closure. 

The main terminal at Chicago's O'Hare Airport seemed to be operating smoothly on Thursday, with security checkpoints showing 5 minutes wait times.
