► Today a report looking specifically at the emergency response to the Manchester Arena bombing, found that at least one of those victims, Jon Atkinson, could have survived if the emergency response had been better. He lay injured for more than 45 minutes before any paramedics reached him.

The conclusion was that while individual responders showed great courage, overall the response was far below the standard it should have been.
