In order to spawn the ace pilot, Gazelle, you have to destroy all oil tanks in the first part of the mission. He will spawn with the UAVs. There's a time limit to get the S rank so I couldn't waste time dog fighting him. But when you don't shoot him down he flies with at the end and is invincible
