Water levels have fallen by half in some regions of Chile and the changing conditions have exposed injustices inherent in Chile's private water system, born under 1980s dictatorship. In some areas, flourishing fields of irrigated avocados destined for Europe and Asia border villages where locals truck in daily water allotments. We speak to Carolina Vilches, who is one of 155 delegates elected to write a new constitution that may, among other things, recalibrate water distribution and rights.
