On Wednesday 12th January 1994, representatives of each Scottish League club met in Glasgow to vote on which 2 of the 5 applicants (Caledonian Thistle, Elgin City, Gala Fairydean, Gretna and Ross County) would be elected to the Scottish League.
The 12 Premier League clubs had four votes each, the same number in Division 1 had two while 14 Division 2 clubs only had one. This made 86 the maximum for any candidate.
