Some awesome RNG this fight, normally he repeatedly inflicts Stop and I end up needing to use Potions or Hi-Potions to keep Basch and Fran alive while staying HP Critical. It’s a good thing too because I forgot to change it back to Active Mode..
Stack Vitality before buffing up your party and use -ga buffs if you have them for maximum buff duration. This could go a bit faster if my party was level 99, but Fran never reaches max strength as Bushi/Shikari so it wouldn’t make a huge difference. Specifically building characters to use Wyrmhero Blade could also speed this up (Monk/Bushi or whatever has a ton of HP, Battle Lore, and access to White Robes and a heavy helm)
They both got hit by Stop at the very start, but Ashe managed to remove it from both of them as soon as the next one had ended. If you deal enough damage he basically just spams Judgement the whole time.. I’ve had a few times where Fran and Basch both get repeatedly hit with Stop. Even if you stop damaging him he’ll continue spamming Judgement. He does this every few health bars, if you damage him fast enough he just uses it constantly but never catches up to the lost health.
You could also go with 3 Wyrmhero Blades, but you basically need someone with Ribbon or Power Armlet on Chronos Tear duty and with the long charge time the 3rd member likely wouldn't get too much damage in.
Alternatively you could try going with 3 Ribbons and have 3 party members with a lot of health and Ribbons/Power Armlet, Hell Wyrm should get caught in a loop of only using Judgement but Regen will give just enough health to stay in HP Critical range while surviving. Stop prevents Regen from working which can end up getting your party members killed.
