The race for green shipping has begun and the next 18 months will decide who wins it.
By 2029, every ship calling at a European port will have to prove that its onboard energy is low-carbon or pay for it. FuelEU Maritime is already in force. The IMO Net-Zero Framework is expected in November 2026. The compliance window is closing.
And yet, the most under-discussed question is not how do we produce green maritime fuels?
It is: where will they actually be produced, converted, certified, bunkered, financed — and delivered to the right ship, at the right port, under the right rulebook?
In a new report just released by the MED-GEM Network, Dr. Mustapha Taoumi answers with a deceptively simple thesis:
Green maritime fuels need more than production. They need ports, bunkering, certification, digital traceability, offtake and finance.
In other words: the premium will not sit in the molecule. It will sit in the corridor.
The Maritime Green Hub — A unified investment and policy roadmap for EU–South Mediterranean–GCC green fuel corridors outlines how three regions can build that corridor together:
▸ The EU brings regulated demand and compliance discipline
▸ The Southern Mediterranean brings proximity and bunkering interfaces
▸ The Gulf brings scale, capital and execution capability
The report maps a first generation of port-industrial hubs — Tanger Med, East Port Said, Aqaba, NEOM, Sohar, Duqm, Jebel Ali — and closes with a phased roadmap for 2026–2050 and seven priority recommendations to policymakers, investors, ports and development institutions.
