Houdini 21 makes it much easier to bring VDBs into COPs, but the new Position Sample COP does not yet sample vdb from layer world pos, and we also need the volume velocity oriented to the surface uv map direction. So here's just 2 lines of code in OCL to position sample wrapped up in an HDA, as well as an HDA to layer sample, using world pos, a VDBs float or vector values and then put that in a map to drive flow, textures maps, maps to spawn other effects etc.
