After the Trump administration announced it is freezing child care funds to Minnesota following allegations of fraudulent day care centers there, the administration now says it will freeze federal child care funding to ALL states.
A Department of Health and Human Services official told ABC News that the funds will be released "only when states prove they are being spent legitimately."
