Mechanics:
1. Rules: The rules are adapted from the Asian Parliamentary Debate. Here are two opposing teams in an Asian format of debate:
Government side: Proposes and defends the motion.
Opposition side: Refutes and negates the motion.
2. Participants: Each department must have three (3) participants.
Government side:
Prime Minister (PM): Opens the debate, defines the motion, and advances arguments.
Deputy Prime Minister (DPM): Refutes the opposition’s case at first instance, re-establishes the government’s claim, and advances arguments.
Government Whip (GW): Makes an issue-based rebuttal of the opposition’s case and summarizes the government’s case.
Opposition side:
Leader of the Opposition (LO): Responds directly to the government’s case by giving a direct clash and advancing arguments. May challenge the motion if the definition is challengeable.
Deputy Leader of the Opposition (DPL): Refutes the DPM’s case, re-establishes the opposition’s case, and advances the argument.
Opposition Whip (OW): Makes an issue-based rebuttal of the government and summarizes the opposition’s case.
3. Speakers: Each speaker is allocated seven (7) minutes to deliver their constructive speeches. An additional 20 seconds is given for warnings. Speeches exceeding seven (7) minutes and 20 seconds are subject to point deductions. One speaker from each side (Government: PM/DPM, Opposition: LO/DPL) is designated to deliver the opening speech.

a. Prime Minister
b. Leader of the Opposition
c. Deputy Prime Minister
d. Deputy Leader of the Opposition
e. Government Whip
f. Opposition Whip
g. Opposition Reply
h. Government Reply
4. During constructive speeches, a point of information (POI) may be raised by the opposing side from the first minute up to the sixth minute. POI may be refused or accepted by the speaker. The speaker must entertain at least two POIs. POIs must not exceed 15 seconds. During reply speeches, no POI may be raised.
5. The reply speech is a comparative analysis of the strengths and weaknesses of both sides’ cases.
Its objective is to provide a biased judgment as to why individuals should support the team’s claim. The speech is first delivered by the opposition side and followed by the government side, which will conclude the debate.
a. Participants must adhere to corporate attire during the competition.
b. Motions are provided 25 minutes prior to the debate.
c. Decorum should be maintained at all times.
d. The Asian Parliamentary Debate is evaluated by an Adjudicator Panel composed of an odd number of members, based on the following criteria:
Matter (40) - substance of the debate, arguments and evidence presented, and logical reasoning and presentation of the said arguments.
II. Manner (40) - style of delivery, persuasion skills, and conduct of the debaters.
III. Method (20) - response to the dynamics of the debate and observance of the rules of debate.
6. The modified single elimination system, in which each team competes against every other team, is adopted since there are four participating teams and only two (2) teams will qualify for the final round. In the event of a tie, the point system will be implemented.
All teams will draw lots to determine who will compete first. The competing teams will flip a coin; one team will flip it, and the other will call it. The team that wins the toss will choose which side they will be on.
