These are curses written by regular people in Roman Britain. They were carved into lead tablets and then chucked into a hot spring or body of water sacred to the gods. Archaeologists have discovered hundreds of these curses in Britain, most of which come from the hot spring at Bath. During the Roman period here, not only was there was a huge bathing complex, but there was a temple to the Celtic-Roman goddess, Sulis Minerva. The locals knew of her healing properties, but also of her divine justice.
