This is best done in free-roam mode. Get a fast car, for example the Carozella Mark 2 racecar (unlocked for free from Chapter 7). Then go to the location shown in the video above and jump off the ramp at high speed. Can fast travel to Pasquale's Gas Station to get the car at the garage, then in front of the garage drive onto the train tracks and to the right, jump off the first ramp a couple hundred meters down the train track.
