The Election Commission of India has created more confusion than relief for the Bihar voters by releasing advertisements in newspapers saying voters can just submit filled Enumeration Forms without photo and documents if they do not possess them. It also mentions that ERO's will decide the fate of such voters who do not have documents and whether they are eligible to get their names in the voters' lists.
