Dee Jay is the 2nd of 4 bosses in this game, and he is a regular playable character in it.
===== ABOUT DEEJAY =====
He is a music sensation and he enters the second World Warrior tournament (SSFII) to find inspiration and a rhythm for his next album. He achieves this and his new record turns out to be a smash hit.
In Street Fighter: The Movie, he is one of M.Bison's minions and appears to be good at working with computers. His personality in the movie is rather cowardly when in tough situations. Along with Sagat, he escapes from Bison's base with a case full of worthless Bison dollar bills.
===== GAMEPLAY =====
This guy's gameplay is almost identical to his SSF2T version... with the addition of EX versions of his Max Out and Hyper Fist special moves. The EX version of the Max Out is a consecutive double projectile and the EX Hyper Fist is an automatic version of the full move with better hit properties (probably).

---- Street Fighter: The Movie game is the first and only time Dee Jay is a boss character in the Street Fighter franchise.
---- He is played by American actor, Miguel A. Nunez Jr.
---- The game is known as Street Fighter: Real Battle on Film in Japan. It was given this title to distinguish it from the unrelated Street Fighter II Movie game based on the anime film of the same name.
---- Blanka is added as a playable character in the console games. He is not in the Arcade game's roster.
---- This is the first Street Fighter game to have EX Special moves.
---- It is also the first Street Fighter game to have a proper and dedicated Story Mode. The next SF game to have such a mode is SF5.
---- The Arcade version characters Blade, Arkane, Khyber, F7 and S.Bison are not in the console versions.
---- The PS1 and Saturn versions of the game are developed by Capcom Japan, unlike the Arcade version which was developed by US company Incredible Technologies.
---- The PS1 version was a launch title for the console in North America.
---- Due to the vast difference between the console and arcade versions of the game, the console versions are not really ports, but instead separate games. The console games do use the character sprites from the Arcade version (they have been edited and are lower quality however), which is just about the only real similarity they have.
---- The soundtrack between the console and arcade versions are completely different.
===== ABOUT SF:TM =====
Street Fighter: The Movie was created to cash in on the hype of the digitized 2D character phenomenon made famous by the Mortal Kombat games in the 90s. The movie depiction of Street Fighter gave them the perfect opportunity to do it.
The console versions of the game differs greatly from the Arcade version, as the gameplay of the former is actually true to the classic Street Fighter II gameplay. This makes it the better version in that regard (in my opinion). It is based on the gameplay of SSF2T, and it is said that it uses the actual code of SSF2T as it's base to operate on.
