📖 The Context
This is the grand finale. Chapter 39 details the making of the Priestly Garments (Ephod, Breastpiece, Robe) with the recurring refrain: "They did it just as the LORD commanded." The craftsmen bring the finished piles of furniture and fabric to Moses. He performs a final Inspection, sees their faithful obedience, and blesses them—echoing God reviewing Creation in Genesis.
In Chapter 40, on the first day of the first month (New Year's Day), the command is given to assemble the structure. Moses sets up the sockets, raises the frames, spreads the tent, and places the Ark, Table, and Lampstand inside. He lights the lamps and burns incense. Then, the climax of the entire book occurs: The Cloud covers the Tent of Meeting, and the Glory of the LORD fills the tabernacle. The presence is so "heavy" (kavod) that Moses—the friend of God—is unable to enter. The book ends with the Israelites watching the Cloud to know when to move and when to stay.

The Sevenfold Refrain: In Exodus 40, the phrase "as the LORD commanded him" appears exactly seven times (vv. 19, 21, 23, 25, 27, 29, 32). This is a deliberate literary link to the seven days of Creation in Genesis 1. The writer is saying: The building of the Tabernacle is the creation of a New World order where God dwells with man.
Moses Locked Out (Ex 40:35): The fact that "Moses could not enter" is shocking. It shows the terrifying holiness of God.
