Nigeria’s aviation industry is in uproar following the Nigeria Civil Aviation Authority’s (NCAA) plan to introduce a new $11.50 levy on all international flight tickets from December 1, 2025.
The fee, part of the Advance Passenger Information System (APIS), is expected to generate nearly $1 billion (₦1.46 trillion) over 20 years and is billed as a security charge to enhance passenger data and airport safety. However, the move has provoked fierce backlash from airline operators, economists, and travellers who say it will worsen airfare inflation and cripple an already overtaxed aviation sector.
With Nigeria now ranking among Africa’s top three most expensive countries for air travel, industry players fear the policy could hurt tourism, business travel, and overall competitiveness.
