OpenVPN software for Windows can be downloaded from - https://openvpn.net/community-downloads/
Note that the latest MSI installer, version 2.6.5-1001, is not working with the DrayTek SmartVPN client. Scroll down the page to version 2.5.0-1601 which is known to work. Sometimes the PC will also need a reboot after installation before it appears as an option in the SmartVPN client.
