Proceedings of Sunday, 14th December 2025, which marked the FOURTH JOINT SITTING OF BOTH CHAMBERS (Fifth Sitting of the First Session of the First Senate and Fifth Sitting of the First Session of the Fifth Parliament) of the Youth Impact Parliament Ghana under the Youth Impact Movement, held at the HTU SRC JCR Auditorium, Ho.

The joint sitting was presided over by ‘H.E.’ Jones Amegashie-Viglo, President of the Senate, and ‘Rt. Hon.’ Usman Adam, Speaker of Parliament. The Bicameral Legislature was honoured to host Guest Speaker WO1 Zakaria Issifu (Rtd.), Head of Security at Ho Technical University and a Constitutional Law Enthusiast, who delivered an insightful presentation on constitutional development, law-making processes, and the three arms of government under the 1992 Constitution of Ghana.

The Joint Sitting successfully undertook legislative business, culminating in the passage of the YIP Forum of Women Parliamentarians Bill, 2025, through all six stages under a Certificate of Urgency, marking a significant milestone in advancing gender inclusion and women’s leadership within the Youth Impact Parliament Ghana.

YOUTH IMPACT PARLIAMENT GHANA HOLDS ITS FOURTH JOINT SITTING OF BOTH CHAMBERS

On Sunday, 14 December 2025, the First Senate (Upper Chamber) and the Fifth Parliament (Lower Chamber) of the Youth Impact Parliament Ghana (YIP), under the Youth Impact Movement (YIM), held the Fourth Joint Sitting of Both Chambers at the HTU SRC JCR Auditorium, Ho. The sitting constituted the Fifth Sitting of the First Session of the First Senate and the Fifth Sitting of the First Session of the Fifth Parliament, forming a bicameral youth legislature.

The sitting was jointly presided over by H.E. Jones Amegashie-Viglo, President of the Senate, and Rt. Hon. Usman Adam, Speaker of Parliament. The Table Office was headed by Miss Elizabeth Klutse, Deputy Clerk to the Senate, and Miss Dion Kukua Fynn, Deputy Clerk (Finance) to Parliament. The procession was led by Mr. Prince Osei Yeboah, Deputy Marshal of the Senate, and Mr. Daniel Kofi Gaku, Marshal to Parliament.

The Joint Majority Caucus was led by Hon. Senator Elisha Kim Kahia, Majority Leader of the Senate, and Hon. Hubert Agbaxode, Majority Leader of Parliament and Akatsi North Youth MP. The Joint Minority Caucus was led by Hon. Senator Edward Senya Amenu, Minority Leader of the Senate, and Hon. Wonder Nicodemus Dzameshie, Minority Leader of Parliament and Anlo Youth MP.

Proceedings commenced with a procession and opening prayers led by the Presiding Officers. The President of the Senate acknowledged the Guest Speaker, WO1 Zakaria Issifu (Rtd.), Head of Security at Ho Technical University and a Constitutional Law Enthusiast. Communications from the Founders, the President of the Senate, and the Speaker of Parliament were read, followed by the formal introduction of Senators and Youth Members of Parliament. The Joint Business Committee Statement was presented by the Majority Leader of Parliament and duly adopted.

During Guest Business, WO1 Zakaria Issifu (Rtd.) delivered an insightful presentation on the evolution of laws, constitutional development, law-making processes, and the three arms of government under the 1992 Constitution of Ghana, after which he responded to questions from members.

The House proceeded to legislative business on the YIP Forum of Women Parliamentarians Bill, 2025. The Bill was laid, read the first time, and referred to the Committee of the Whole following the suspension of plenary. Committee proceedings were co-chaired by Hon. Senator Cyril Kekeli Amevor, Acting Deputy President of the Senate, and Hon. Enock Kwame Sododzi, First Deputy Speaker of Parliament. The Committee debated the Bill’s relevance and resolved that it be passed under a Certificate of Urgency.

The Bill was subsequently read a second time, considered clause-by-clause across twenty (20) sections and two (2) schedules, and read a third time. It was duly passed, thereby enacting the YIP Forum of Women Parliamentarians Bill, 2025.

All remaining business was deferred to the January Sitting after approximately six hours of deliberation. The joint sitting was adjourned sine die by the Speaker of Parliament and the President of the Senate, bringing the First Session of both the First Senate and the Fifth Parliament to a close.
