Go to the area shown in the video. Once here, yo uwant to throw a Screaming Zemi into the garage. You unlock the Zemi very early in the game, and you can buy more of them from the arms dealer for $600 each.
Once they are all huddled around, get them to notice you and they'll all run out towards you which makes it much easier to shoot them. Now you have to be very quick, using a low damage automatic weapon is the best thing to use as you wont accidentally kill them by shooting their neck.
