After years of delay and growing public frustration, officials of Rourkela Smart City Limited (RSCL) on Sunday broke open the lock and entered the long-shut Koel Nagar Recreation Park to resume construction work. The park’s main gate had remained locked for nearly a year by the Odisha Forest Development Corporation (OFDC), leading to a prolonged dispute between the two agencies.
Launched in 2020 as one of Rourkela’s most ambitious Smart City “dream projects”, the Koel Nagar Recreation Park spans over 42 acres with an estimated project cost of ₹23 crore. The project includes a scenic lake, a dedicated children’s park, and facilities capable of hosting up to four wedding ceremonies simultaneously.
Despite nearly 70% of the construction work being completed, the project came to a standstill after funds were exhausted, leaving the site abandoned for years. The delay sparked widespread resentment among city residents, who repeatedly questioned the lack of accountability and clarity on the project’s completion timeline.
On Monday, RSCL officials finally broke the lock placed by OFDC and restarted construction activities, reviving hopes that the long-pending project may finally see completion. Reacting to the incident, OFDC officer Biswajit Rout shared his views, while no official response was received from RSCL authorities till the filing of this report.
