Soan Dam – A Forgotten Dream of Pakistan
The Soan Dam project is one of Pakistan’s oldest yet unrealized water development plans. Its roots go back to 1955, when the idea was first proposed as part of the country’s early irrigation and flood control strategies. Again in the 1960s, the project resurfaced in planning circles, but despite repeated discussions, surveys, and feasibility studies, the dam still has not been constructed.
Project Details & Proposal
Proposed Location: Along the Soan River near Sihala, close to Islamabad.
Covered Area: Approximately 1,240 sq. km.
Storage Capacity: Around 38 Million Acre-Feet (MAF).
Scale: Almost 7 times larger than the proposed Kalabagh Dam.
Impact on Infrastructure: About 85 km of the Islamabad–Lahore Motorway could be affected.
Estimated Project Duration: 5 years.
Estimated Cost: USD 12 Billion (modern-day estimates).
Potential Benefits
Water Storage & Flood Prevention: Protects Punjab and Sindh from seasonal flooding while ensuring year-round irrigation supply.
Power Generation: Could generate thousands of megawatts of clean hydroelectricity.
Silt Management: Helps control silt deposition in Mangla and Tarbela, extending their lifespan.
Agricultural Boost: Fertile silt can be reused to improve soil quality and increase crop yield.
Economic Growth: Estimated revenue potential of USD 100+ billion annually (based on past surveys).
Groundwater Recharge: Rising water tables would revive dried lands and boost agriculture.

Climate Change Adaptation: Helps regulate water cycles, mitigate droughts, and counter extreme weather impacts.
Why It Was Never Built
Despite its massive potential, Soan Dam has remained on paper for decades. The reasons include:
Political Disputes: Lack of consensus among stakeholders.
Financial Constraints: High upfront cost and dependence on foreign funding.
Infrastructure Challenges: Relocation issues and the impact on existing motorways and settlements.
Bureaucratic Delays: Changing priorities and weak policy execution.
Importance in Today’s Context
Pakistan is facing one of the biggest climate change challenges in the world:
Seasonal floods destroy crops and homes.
Water scarcity threatens food security.
Groundwater is depleting at an alarming rate.
Power shortages persist despite growing demand.
The Soan Dam could act as a game-changer by addressing these interconnected problems. In a time when Pakistan loses billions of dollars annually to floods, droughts, and energy shortages, reviving the Soan Dam project is not just an option—it is a necessity for survival and sustainable growth.
