The options i used for Move Brush:
Brush/FiberMesh/Preserve Length: Keep the length of fiberMeshes or not when you move
Brush/FiberMesh/Front Collision Tolerance: turn off so fiberMeshes not recalculate when they hit the head's surface
Brush/AutoMasking/Auto Mask FiberMesh: turn off to move the root of fiberMeshes
You can mask the fiberMeshes by strands if not subdivide, merge. Choose append as new subtool when mirror in substool master.
