In this video I do a complete installation of a receiver hitch (AKA tow bar) on a 2004 Volvo XC70. The installation involves removing, modifying and reinstalling the back bumper. The bumper fascia must be removed before the tow bar is installed.
I downloaded instructions for this installation from Volvo and the instructions state that you need to remove the bumper fascia. I evaluated the installation myself before I took off the bumper fascia and I decided that it would have been very difficult if not impossible to get to all of the fasteners without taking off the bumper fascia. If you look at @26:00 you will see the step that can not be completed with the bumper fascia in place. The bumper fascia completely conceals these bolt points and even if you could get a wrench in there you would not be able to swing it. A one piece after market hitch can be installed without removing the bumper fascia since they are welded at the corners where the OEM hitch is bolted.
