Here are 10 locations where the Toroids can spawn in caves (there are at least 16 caves that have them, some have more than one spawning spot).
You may find ANY TYPE of TOROID, or a Tepa plant, or nothing in all of these locations - this is still RNG!
** The type of Toroid in each cave is completely random & can be any one of the three types **
Smeeta Kavat's Charm works on those pickups, as you can see at 2:17 & 3:50

If spelunking isn't your thing, or you have PTSD from PoE wisp farming - all enemies in the following locations have a(n awfully low) chance to drop a Toroid specific to their location:
Vega Toroid - Spaceport
Calda Toroid - Enrichment Labs
Sola Toroid - Temple of Profit
