Begin by completing all quests given around the arboretum area. These quests will get you to the "honored status" the honored status unlocks dailies. Complete dailies and choose the "Order of the Serpent" as your dungeons bonus rep choice to get exalted faster. When you become exalted you unlock the Riding the Skies quest which will reward you with your Green, Yellow or Blue Cloud Serpent. The dalies include kill quests and proffesion quest (fishing, tailoring, archeology, cooking and crafting a special bandage.
I made this video for all the people that don't want to watch a long explanation and just want to quickly know how to get their drake. I couldn't find any short videos that explained what to do.
When you become exalted you will get the Order of the Cloud serpent achievement and the quest will be unlocked.
