The Whirl Islands are a great part of the gen 2 games, most notably being the location for catching Lugia. Here I'll show you the route to finding Lugia, from Olivine City to the top right cave of the Whirl Islands.
There are 4 cave entrances within the Whirl Islands, which are located south of Olivine City and East of Cianwood. Use surf to get there and you'll need a Pokémon with whirlpool to access the actual Islands. This video shows surfing south from Olivine City.
