For most people, the story of the long jihad in Kashmir begins in 1990, when terrorism exploded across the region. Islamabad, though, resolved back in 1947-1948 to continue its war through covert means, using the country’s intelligence services. Each war that followed—1965, 1971 and Kargil—was just punctuation in this larger story, with Pakistani defeat leading on to the introduction of new forms of covert warfare.
