The history of relations between Europe and the Gulf monarchies is punctuated by low ups and steep downs. The Gulf was long viewed as an „American lake“, and Europeans prioritised national business interests and neglected geopolitics while, after 2011, the Gulf monarchies became key geopolitical actors throughout the MENA. Now that the United States is retrenching from the region how will Europeans see strategic interests in the Gulf and re-position to defend them?
As the world’s largest fossil fuels producers and potentially large-scale producers of renewable energy, the Gulf monarchies can play a major role for European energy security and climate objectives. Geopolitical dynamics between the Gulf monarchies and other regional powers, such as Turkey and Iran, can have significant impacts on regional stability at Europe’s doorsteps.

Cinzia Bianco is a visiting fellow at the European Council on Foreign Relations, based in Berlin, where she is working on political, security and economic developments in the Arabian Peninsula and Gulf region and relations with Europe. Additionally, she is a senior analyst at Gulf State Analytics.
