Lok Sabha Clears Taxation & Other Laws Bill, Opens Door to UPI Transaction Charges

The Lok Sabha has passed the Taxation and Other Laws (Amendment) Bill, 2026, which amends the Payment and Settlement Systems Act, 2007 and could pave the way for Merchant Discount Rate (MDR) on UPI and other digital payments in the future.

However, UPI transactions have NOT become chargeable yet. The Bill does not directly impose any fee on UPI users. Instead, it gives the Central Government the power to notify which electronic payment modes can be charged.

Finance Minister Nirmala Sitharaman has clarified that if MDR is introduced, it would apply to merchants and not customers. The proposed framework is aimed at supporting banks, fintech companies and payment service providers in investing in digital payment infrastructure, innovation and security.
