A bathroom air-freshener tablet salesman in Hualien has in recent weeks been making travelers and business owners to feel uneasy near Hualien Railway Station. The man apparently has gotten into the habit of following people around, and using hard tactics to sell his tablets. He also roams around the area asking local residents and business owners to lend him money with shaky excuses, such as needing to return to Taipei. When people refuse, he hurls verbal abuse at them, and tries to guilt trip them into giving him cash. After several reports, police have located the man and say he will be fined for violations of the Social Order Maintenance Act. Let’s hear more.

We told him we couldn’t help, that we couldn’t lend him money. He became unstable, and he asked whether we had any humanity. He said we didn’t.

We have identified the man and will summon him for questioning. We will also investigate whether there were any disorderly acts such as forced sales. We will act in accordance with the Social Order Maintenance Act.

None of his targets have filed charges against him yet. Police officers believe his behavior and pushy sales approach is in violation of the Social Order Maintenance Act, and could result in detention or fines. Another question that remains is whether his asking to borrow money could constitute as fraud. But on that case, further clarification is needed.
