At least 21 people died in a deadly fire at Flourish Stay (a bed-and-breakfast) in Malviya Nagar, South Delhi, after investigators revealed the establishment was operating illegally: it held only a tea-and-snack outlet license. Still, it functioned as a full-fledged restaurant with 26 rooms instead of the permitted 6 rooms. The owner, Lokesh Bajaj, admitted to the violations; the property lacked a sanctioned building plan and a mandatory fire safety NOC. Police registered an FIR under culpable homicide, and 18 foreign nationals were among the deceased.
