This week resident doctors, formerly known as junior doctors, plan to start a five-day walkout over pay.
They want a 29 per cent salary increase, which they say would reverse "pay erosion".
Health Secretary Wes Streeting says it's not doable.
He held talks with union leaders last week, which both sides called promising, but they didn't reach a deal.
Instead the government is considering concessions like writing off student debts.
