Afghanistan’s Taliban government, led by Hibatullah Akhundzada, has introduced a controversial new penal code that critics say effectively legalises domestic violence against women and children. The 90-page criminal code permits husbands to punish their wives, provided injuries are not severe, and imposes minimal penalties even in cases of serious harm. It also abolishes the 2009 Law on the Elimination of Violence Against Women. Reem Alsalem, UN Special Rapporteur on violence against women and girls, has called the implications “terrifying.” Rights groups warn that fear and repression are silencing opposition across Afghanistan.
