While Kuki Inpi Manipur (KIM) demands a separate State under Article 3 of the Constitution, Indigenous Tribal Leaders' Forum (ITLF) say that while they too are seek a separate state, they are open to the idea of a Union Territory if a separate state is not agreeable to the Centre.
