I incorrectly stated this was 2009 Vulcan. It is actually a 2006... there actually is no difference other than the paint scheme colors.
This video shows the location of the flasher relay needed to be replaced with a lower wattage relay for LED turn signals on the 2006 Kawasaki Vulcan 900.
There are several compatible relays that do the job. Here is the one I used from Amazon.
