Moore framed the speech around defending Maryland from Trump: federal workers fired, $40M to filling the SNAP gap, immigration protections, data center conditions. He touted education spending, falling homicides, and "all-of-the-above" energy.

What he left out:
• Cuts to the Developmental Disabilities Administration — for the second year in a row
• Raiding $292M from the Strategic Energy Investment Fund while claiming to "double down" on clean energy
• Zero mention of the reparations commission the legislature overrode his veto to create
• No discussion of democracy reform despite the General Assembly spending significant time on voting rights
