MLIR Area Team Meeting 2025-04-24

Описание: We held an MLIR Area Team meeting (according to the new LLVM project governance) that was open to the public. In this meeting, we discussed ongoing RFCs on:
Mandatory data layout for the LLVM Dialect
Fixing side effects on Linalg operations
Simplifying the handling of LLVM IR intrinsics in MLIR
We also discussed how to handle such RFCs in the future.
