Absolutely all criminal convictions, arrests, even if they're not convictions, must be disclosed to the immigration service whether they're expunged or not. The other thing that's important to remember, a withholding of adjudication in the United States does not necessarily count as a conviction for criminal purposes but it does count as a conviction for immigration purpose so, those need to be disclosed as well.
